
Recrutarea muncitorilor din afara Uniunii Europene poate ajuta o companie să acopere posturile greu de ocupat și să își mențină activitatea într-o perioadă în care găsirea personalului local devine tot mai dificilă.
În același timp, alegerea unei agenții nepotrivite poate genera întârzieri, costuri neprevăzute, candidați selectați superficial și probleme legate de documente sau integrarea personalului.
O agenție serioasă nu se limitează la trimiterea unor CV-uri. Ea trebuie să înțeleagă nevoia reală a companiei, să controleze procesul de selecție și să explice transparent fiecare etapă, de la definirea postului până la sosirea și integrarea lucrătorilor.

Începe prin a defini exact ce personal ai nevoie
Înainte să discuți cu o agenție, este important să clarifici intern:
- numărul de persoane necesare;
- funcțiile și codurile ocupaționale;
- experiența minimă solicitată;
- programul de lucru;
- salariul și beneficiile;
- data estimată la care personalul trebuie să înceapă activitatea;
- condițiile de cazare și transport;
- limba în care se va desfășura comunicarea la locul de muncă;
- persoana responsabilă de integrarea noilor angajați.
O cerere precum „avem nevoie urgent de 20 de muncitori” este prea generală pentru o selecție bună.
O agenție profesionistă va solicita o fișă clară a postului și va pune întrebări despre activitatea reală, mediul de lucru și așteptările angajatorului.
Verifică dacă agenția poate desfășura legal activitatea
În noul sistem introdus în 2026, angajatorii și agențiile implicate în recrutarea și plasarea lucrătorilor străini trebuie să fie înregistrați sau autorizați în platforma WorkinRomania.gov.ro, după caz. Platforma include registre dedicate angajatorilor și agențiilor de plasare.
Înainte de semnarea unui contract, solicită:
- denumirea juridică exactă a companiei;
- codul unic de înregistrare;
- sediul social;
- datele reprezentantului legal;
- dovada autorizării sau a înregistrării aplicabile;
- datele agenției sau structurii care face selecția în țara de origine;
- un model de contract de servicii;
- o explicație scrisă a etapelor procesului.
Nu te baza exclusiv pe prezentări comerciale, reclame sau promisiuni făcute verbal.
Află cine recrutează efectiv candidații
Una dintre cele mai importante întrebări este:
Who actually selects the workers in the country of origin?
Some agencies work directly with their own team. Others send the application through a chain of subcontractors, and the employer does not know who interviewed the candidate and what information was presented to them.
A long chain of intermediaries can increase the risk that:
- the job is described incorrectly;
- the candidate receives information different from that provided by the employer;
- professional experience should not be verified;
- the candidate to pay impermissible fees;
- documents are incompletely prepared;
- the selected person to give up before departure.
Ask the agency to clearly explain who does the recruitment, interviews, document verification, and candidate preparation.
Ask to see the selection process
Selection should not be based solely on a CV.
For practical roles, the agency should be able to organize, depending on the position:
- video interviews;
- technical tests;
- practical tests;
- experience verification;
- document verification;
- assessment of the level of communication;
- presentation of real working conditions;
- confirmation of the candidate’s availability.
For a welder, chef, electrician, production operator, or construction worker, a practical example may be more relevant than a well-written resume.
Also ask if you will be able to personally interview candidates before the final selection.
Ask what happens after the workers arrive
Recruitment does not end when the worker arrives in Romania.
The first few weeks are essential for the stability of the collaboration.
Check if the agency offers support for:
- airport pick-up;
- accommodation;
- orientation;
- post-arrival documents;
- appointment for the residence permit;
- opening a bank account, if necessary;
- communication with the employer;
- resolving disagreements;
- replacement of personnel, under the terms of the contract.
After entering Romania, the worker must also complete the necessary formalities to obtain a residence permit, before the right granted by the visa expires.
Warning signs you shouldn’t ignore
Look carefully at the collaboration if the agency:
- promises „guaranteed visa”;
- promises the arrival of staff within an unrealistic deadline;
- refuses to introduce partners from the country of origin;
- does not provide a detailed contract;
- requires full payment before the process begins;
- avoids explaining costs;
- presents candidates without interviews or background checks;
- cannot explain legal procedure;
- does not provide information about integration;
- argues that workers will bear the costs of recruitment;
- use the same presentation for any industry and any role.
In international recruitment, overly simple promises often hide an insufficiently prepared process.
Frequently asked questions
Is the cheapest agency also the most suitable?
Not necessarily. The price must be analyzed together with the services included, the quality of the selection, the control over external partners and the support provided after the workers arrive.
Can I personally select candidates?
Yes. It is recommended that the employer participate in at least the final interview, especially for technical roles or positions where experience is essential.
What happens if a candidate withdraws?
The situation should be regulated in the contract. Check if the agency offers to replace the candidate and what additional costs may arise.
How long does international recruitment take?
The duration depends on the country of origin, number of people, documents, availability of candidates and administrative procedures. Avoid agencies that promise very short fixed deadlines without analyzing the situation.
Does the agency also need to provide support after arrival?
Not all agencies offer the same services. However, assistance with integration and post-arrival paperwork can significantly reduce the risk of misunderstandings and premature departures.
